Apple Safari, Firefox, and Google Chrome users should all have access to Themes. Even though Google claims to be rolling it out to specific users "over the next few days", it seems to be a browser-dependent function (which is expected). If you want the Themes sooner than later, you'll have to use something other than IE. This was tested using a single Gmail account, and Windows XP.
